Me being almost totally DOS illiterate and having to be spoon fed all the knowledge of WAD making to me (I have WinTex), yet another thing I ponder is the concept of WAD making for this new game. Some of the rumors I've heard are that DOOM 3 (if that's what it's gonna be called) will have a built in WAD maker of some sort. Is this true? If it is, how much "user friendly" will it be?
Someday, my DOS illiteracy will end.

I remember reading a quote of Carmack in which he said that Doom 3 will mark the end of Group Files. He wants all the files out in the open for easy access and modification.
The level editor will be built right into the game though, just in case you wanted to ask.

Yeah, I can already imagine that. They should at least mark them as "read only". :)
