Both WadAuthor and DeepSea are top-notch Windows-based editors for DooM. As Fragg says, WadAuthor is free for a 15-day trial, after which you must register it. DeepSea is also free for map editing that is limited to a certain size. If you want to create maps larger than the share-ware size limit you will need to register. However, the other excellent features are free (i.e, graphics editing, lump management, etc.) regardless of whether you register or not.
There are many other editors that are totally free, and I'm familiar with how to use only a couple of others. In my opinion, however, WadAuthor and DeepSea are the most powerful and versatile. Check out this site for more editors:

Only two things are certain: DooM and taxes

Wadauthor is terrific. Easy to use and powerful. Free for first 15 days. Give it a shot. By then, you might have the $20 to register it. Good luck.
