I can't fix it, please help me!

Did you try reinstalling DB2? Maybe something's broken in your .net install.

What it had problems with is this:

Yes, and from that error I assume that there's something wrong with your .net.

and I can't fix it. I can't get .net & it seems though that every thing is correct. It just can't read a system.timedateoffset. How is that even related? When I ignore the error, it continues only with 'new map' now I can't make a map because that configurations are not loaded, which in DB you NEED a selected configuration. HELP!

I assume you have Automatic Updates enabled. Go into Control Panel/Add or Remove Programs, click on Change/Remove for .NET Framework 3.5 SP1, select Repair from it's maintenance menu and hope for the best. If that fails you might have to consider removal and re-installation.
