It's a pretty straight forward hack. Just make the rocket (in air) item respond to gravity, and then give it the "floorbounce" bit mnemonic.
This can tend to make the rocket drop a bit quick, so you could use the lograv bit mnemonic to make it fall a bit slower - from a practical point of view this really only gives the impression of a rocket that you are able to throw/launch further than with the simple responding to gravity option. With that, the rockets drop almost at your feet (even if you increase the speed) and you are in danger of damaging yourself all too easily. With lograv you are not particularly aware of a slowly falling rocket. Sure, it's a bit slower vertically, but I think its fine. Play around with it and see what suits you.
You say "pure" dehacking, note that this uses at least one Boom style mnemonic. I'm not sure what you mean by "pure", but if it is no Boom style stuff, then it can't be done (AFAIK).
Oh yeah, and it will affect the Cyberdemon's rockets too.
