Is it possible that you can use an animated TITLEPIC instead of the normal still image that the doom engine uses for the main menu?

Depends. In a ZDoom-based port, you'd use ANIMDEFS to animate your titlepic and it'd probably work (I haven't tested it, but other graphics can be animated). In vanilla, I don't think so -- it's not a flat nor a texture.

Animation is done through the ANIMDEFS lump with ZDoom. You have separate images inserted into your wad and link them together by defining them as an animation using the ANIMDEFS lump. You can learn more about the syntax of ANIMDEFS by looking it up on the ZDoom Wiki.
