Best way to recolor sprites?

Something simple. Just want to take the ejected shells from Brutal Doom and change the brass head to a somewhat dark silver color.

SLADE 3 can do it. Use "Color remap".

The sprites in Brutal Doom might be in PNG format, if so, you should start by converting them first to the Doom Gfx format with the appropriate palette.
