I have gone to the sector_set3dfloor wiki but i dunno if i download this, or how to use it, nothing. Help? Same prob with slope

I'd suggest you check out a few of Chubzdoomer's DB2 editing tutorials which include 3D floors, bridges and slopes. That should get you started.

First, DB2 is a good editor, but I recommend that you switch to GZDoom Builder.

Second, check out boris's 3D plugin
