Turbo isn't exactly cheating. But if you try to submit an uv max run to C-n with turbo on, you'll get spanked. You can't compare two different records that's made with turbo 150 and turbo 255, obviously.

Turbo is considered sort of cheating, although I'm not sure it's always a good thing. One could set Turbo 200 and use it as an auto-run, but I find it too hard not to hit walls when I'm on turbo. It could give you certain advantages, that's why in multiplayer being on turbo constantly sends a message ": is turbo". Or so it was.

Type in IDCLEV 39. You should instantly warp to E3M9: Warrens!
