Has a WAD lump editing library been created, so that if I need to program my own wad tool, I don't have to build it from scratch?

The closest thing is resource WADs.

That isn't close at all.

About the OP: I know some have been for other languages (such as Java if I remember correctly), but I'm not sure of any for languages such as C++.

There are omgifol for Python, jwadlib for Java and libdoomwad for C++.
