John Romero worked on episode 1 for basically the entire duration of Doom's development. Parts of it were still being changed pretty significantly even a month or so before the game was released.

Episodes 2 and 3 are made from some combination of incomplete early work by Tom Hall from the beginning of Doom's development, and a lot of heavily rushed speedmapping done by Sandy Petersen in the last two months before the game's release.
