If it's released as GPL3, only GPL3 source ports can use the code. If it's released as GPL2, GPL2 and GPL3 source codes can use the code. Releasing it as GPL2 just makes it usable by more people.
This extends beyond just the source port itself; you may have ports that use GPL2 libraries without an upgrade clause, for example.
