If you're on Windows I recommend installing TortoiseSVN. It integrates with Explorer, giving you file status as icon overlays, and context menu access to all operations.

Those haven't been maintained in forever. A more up-to-date place would be http://svn.drdteam.org/eternity/

He'd have to install a new SVN web portal. The previous one turned out to be the reason that the Doom Wiki was having severe performance problems - it kept running a chronjob or something that involved forking a billion instances of a repo zipping process off of Apache.
