It's not in the EDFs because the EDF default properties of the environmental ambience sequence manager are the same as the internal engine defaults, thus no specification is necessary unless you want to change how it works.
It is the engine that drives the environmental sound sequences specified via use of EEEnviroSequence (this type subsumes the Heretic global ambient sequence objects).
