There always have been "acceptable targets" in all societies, and "terrorists" (variously dubbed subversives, bolsheviks, guerillas, resistance fighters, etc.) were always high on the list.
The big difference this time is the threshold for being classed as one has been placed at an all-time low, at least for a democratic country, and been broadened so much that "moving the goalposts" doesn't even being to describe the situation. It is, for all effects and purposes, a "bypass clause" to the constitution.
The most disturbing thing is that, under literal interpretation, if you commit ANY crime it's in your best interest to go out of your way to be considered as a common penal code criminal, otherwise you'll be treated as a non-person (a terrorist). Common penal code criminals and felons will be the ones least affected by the bill (it has happened e.g. in Greece, where notorious bank robbers went out of their way to deny any connections to neo-terrorist groups, and instead pass off as "good, honest, old-fashioned bank robbers").
