I'm really sorry, but Bank is MUCH better than your sis because he HAS a style while your sis, though she shows promise, doesn't even have a proper grasp of anatomy. I don't disapprove of manga style art outright because the problem with everyone drawing manga-style is the same problem with everyone drawing Marvel-style: it's all mindless copying.

Get your sister into a Life Drawing course and get her interested in western cartoon art to expand her horizons. Only then will she really start to develop.

And the critter shouldn't be shaded around the edges like a flat play-doh mold. You'll need to work on that.

This is also outlandish. As Bank already pointed out, and anyone who knows anything about art will tell you, your sis has no style. She's simply copying whatever style has been flowing into her brain, which looks to be several thousand hours of Inuyasha or some garbage. I bet I could find at least 40 deviantart pages that look exactly like hers.

I'm not saying she has no talent, that's obviously not true, it's just not being developed properly on this material at all. My 2 cents.
