The devs are ex Starbreeze guys (I've heard only good things about them) and they've been working on it since 2009. Of course that only means that the game won't be rushed but it gives me hope. The game is coming out this year in Q4 so it will probably come on current gen consoles first then ported to next gen unless both next gen consoles also come this Christmas - which would make a lot of sense. The only thing I really know about it story wise though is that the Deathshed Strauss character from RtCW returns for 2k9, and survives some sort of blimp crash at the end of the game, suggesting he'd be back for sequels.
