It's been asked before, definitely, but a good place to start is the "__ years of Doom" articles. The first one, 10 Years of Doom, covered each year from 1994 to 2004, and each concurrent one has covered that year. So, look into some of the top 10 wads for each year from 1994 to 2008 as listed here:

http://www.doomworld.com/10years/
http://www.doomworld.com/11years/
http://www.doomworld.com/12years/
http://www.doomworld.com/13years/
http://www.doomworld.com/14years/
http://www.doomworld.com/15years/

That's not a complete assessment of all the worthwhile Doom releases in existence, but it's definitely a good place to start.

I second that recommendation for wads by paul corfatis above. He's authored, either completely or in part, some absolutely classic megawads, especially Doom Odyssey and the recent Whispers of Satan.

Another good megawad that I've just played is Doom 2 Reloaded by Andy Stewart. Very well put together and a joy to play.
