Do you mean Ian Albert's oblique projection renders of the IWAD maps, the 3D wireframe viewer mode in DeePsea or something entirely different?

I think it was Doomcad that had the ability to show an isometric view of a level in wireframe. No editor to date shows a doom level in any view other than top down mode.

I know of two.

XWE also has an isometric 3D viewer, but it seems to work from a fixed perspective.
