Copied map?

I just download Doom Builder 1 and noticed it came with a wadfile, fbase6.wad, and it's text file has a non-permissive license, yet, map22.wad by tarin in this project is a mere and blatant copy of it, with only a retexture

I think this is easily explained. Boris Iwanski = Tarin, and as author he is free to relicense his own creations as he sees fit.
