Installing GZDoombuilder on Windows 8.1

I downloaded it, but what do I do with the .7z file now that I've downloaded it? I tried opening it, and it says that I don't have a program that can open it. I clicked "search app store for a program that can open this type of file" and I came up empty handed.

I'm using Windows 8.1. Can somebody help me please?

Use 7-zip.

EDIT: There's no need to "install" anything, just extract the .7z archive and you're done.
