Is it to late for a BETA? Shouldn't it have come out earlier?

Just seems a little odd with around 10 weeks till release for them to put off a BETA. I mean they've got to get hardcopies into stores like a week before.. They'd want to work overtime before pressing than there will obviously be a day 1 patch, which unlike most people is something i'm more than ok with. But just seems odd.

The Division had a public Beta 2 weeks from launch, and that's a very Multiplayer focused game.

The new Hitman also had a beta ~2 weeks from launch.

You don't even know what they want to test with their beta. If they're stressing the backend stuff then there wouldn't even need to be a patch.
