Well, some countries have their own Doom forums where everyone knows each other well and it makes sense that they want to work together rather than with outsiders. So usually it's not even so much about geography as it is about a group of friends just having fun. For example, Russian projects usually also have Belarussian and Ukrainian mappers because they hang out on the same forum.
