Upload an .exe to newstuff

I was thinking about uploading ESL (my port launcher) to newstuff but was wondering is there any kind of restriction on uploading programs.

Is that allowed?
Where would it end up?
Anything else I should know?

Uploading DOOM apps is fine. The /utils/frontends directory seems like the right place for it.

I'd recommend zipping it up and have an external textfile... and anything else the uploading FAQ states.
