That's like saying I like "American Pie" by Madonna, or was it Don McLean. Ah well, doesn't matter, it's the same song so same difference. Or when the Simpsons reference Star Wars, or when people who are not Robert De Niro say "You talkin' to me", or when Princess Fiona does a "Matrix" slo-mo kick in Shrek...

Oz was the original. South Park just made a (funny) cultural reference to a well known movie. (As have quite a few other comedians and artists.) The question is, does the pic reference the original, or does it reference the reference? :-P

And just for the record, I thought

A) the pic was funny
B) it referenced the Wizard of Oz

Actually, the "American Pie" comment was a bit wide of the mark, being a cover/tribute/re-interpretation/rip-off (delete as applicable) not a reference or parody, but the other examples still stand.
