Does a faster processor effect the fps on a video card? like 3.4 ghz p4 ht compared to 3.2 ghz p4 ht

Only if your SSE is geosynchronous with the ICMP.

I suspect the difference between 3.2 and 3.4 GHz would be very small.

Difference between even a 3.0P4 HT and 3.4HT is pretty small, considering the prices as well.
