Wierd pic in DooM 1 iwad

Found that in my Ultimate DooM Iwad,It wwas named Victory2.Any ideas?

You can lock it. Go down to the corner where it says Admin Option and click on "Open/Close thread."

I figured it was that,But I had never seen the picture.

I've always thought that picture would make a cool sky texture if it were made to tile properly.
