No, the tutti-frutti effect is from using transparent textures on a 1 sided line or multi-patched texture on a 2-sided line. This door is commonly made using a self-referencing sector with transparent textures on a y offset, so they're dawn at the proper height.

The more common way to get (a different) tutti-frutti by accident is using a texture which is not a power of 2 in height and have the texture shorter then the wall.
