There's always been a popular "weird" artist ever since the whole glam thing really launched. Look at Lou Reed. Tame by today's standards, but the dude was singing about transvestites in the '60s. The music scenes in the '70s and '80s were just plain weird in general. As for the '90s... shit, the people weren't all that weird, but the music sure as hell was.
