The original Plutonia has Odyssey of Noises, which is a sort of better Downtown. There's also Map04 of Counterattack seems to be a city, too. Map29 of Kama Sutra is a pretty awesome city map as well. Those are the 3 that instantly pop into my head when I think of a city in Doom.

I made some city levels, like "Kill 'em all" or "Heller city rampage", but the second one doesn't have very good gameplay.

Also, Revolution has some cool city levels in the first "episode"
