Of course, if you have the game, you can use an editor such as DeePsea, XWE or Wintex to extract the sounds from the main WAD file yourself.

I wasn't aware that downloading sound effects of a game were warez, considering that warez are defined as illegally obtaining games that are still being sold.

Downloading part of a game, downloading the full game, it's still warez.

Doom is still being sold. And even if it wasn't, copying or downloading it would still be illegal.

Likely. Most of the samples are so generic that I doubt they can be copyrighted anyway. Anybody can record the sound of a shotgun firing (if he owns one, of course!), for example.
