doombuilder flat rotating\offsetting

Rotating and offset of flats is not incorporated in the Doom map format, so generally it is not possible at all. However, ZDoom (and maybe some other engines as well) have Linedef effects and script functions that can rotate/scale/offset flats and textures dynamically as your map runs.
