I think you're thinking of the smudge tool. Very light use of the blur tool can give you a "smooth" look. It really dpeneds on what you're trying to do.

What exactly do you mean by "smooth"? Colors? Edges?

Gaussian blur?
Use Gimp instead, it's free and libre.

Well, I have some rough edges and I just want to make them look a bit more..."natural" and smooth.

I woulld suggest using a clipping mask rather than trying to cheat with the smudge and blue tools. But again, it really depends on the image.
