The reason you can't duct tape your flashlight to your gun is because your using all the duct tape in the facility to duct tape all the armour shards onto yourself.

Anybody seen Terminator 2? In a chase scene, the T-1000 loses a chunk of his hand. As T-1000 approaches his lost hand, it turns to liquid and runs, jelly like, to his feet and is assimilated into his body. Same theory for armor shards!

Well, i think its just a "Lee" Press on, You get one pice damaged, you yank the fucker off and replace it with a shard.

blame quake 2 for the idea of armour shards.
the original doom armour bonuses were helmets (how many helmets could he wear?)
