Making monsters stronger

How do I make monsters stronger or weaker, as well as editing the damage they do? Is it somewhere in the DEF or .SCRIPT files?

Where would I find the section to make the flashlight brighter like the Doom3 Reloaded mod does?

I believe that's decided by the appropriate mtr file. Im not sure though. I'll take a look when I get home.
