Apparently the theme from the movie Das Boot (the text file even says so). It seems you can find it all over:

The e1m9 music was, according to the text file, a creation of the wad author inspired by The Thing.

Das Boot is an oldass 30-40:ies movie. I've seen some of it, and iirc yes the title track is just like it is now.

I think it was more liek the 1960s, since Jurgen "Duke Leto" Prochnow was in it. I still need to see Das Boot, which is funny considering we've had it on casette for as long as I can remember.

1981, in fact. Certainly worth watching, if you don't mind grimy claustrophobic scenes (but presumably you don't, if you're interested in a WWII U-boat movie).

An excellent movie. Kind of like U-571, only from a German perspective, and much much slicker.

The music in the movie was not techno. It was symphonic, very slow and somber. The techno version was released on a 1992 techno album called "Das Boot" by U-96. The music in the wad was a midi remix of the techno. And yes, the movie is very, very good.
