8 bit dream creation

Ok, so I had an 8 bit dream last night. Low-quality midi music and everything. I can remember the game format and the character sprites (which I'm recreating to scale in MSPaint). I also intend to recompose the main theme music as well. Kind of a cool game too, and to my knowledge it's original. My question is this: when I have the resources created how do I get started (necessary programs, etc) on compiling a game out of them?
