First shooter with infinite (or max. 64) players online

Was Quake 2 the first shooter which allowed even 64 players to compete deathmatch? Did any levels have enough space?

There were several specialized 64-player sized maps which consisted of several single player maps in one.

Quake (the first game) already could theoretically have a 64 player limit, but 32 and 16 were 'safe' limits.

Yea, Quake 2 had an official map pack of 64-player maps. There were only 3 of them. One was the entire first hub rolled into one map with a few changes (that one bridge was complete, there were some added hallways to make it a bit less linear). Another resembled the palace levels from the last hub a lot, with a lot of sniping areas from places that seem like they're a mile up. The third level was pretty sweet: a giant sewer complex. I've played them with 63 bots before and even with the immense size of the levels it can be pretty hectic.

The problem with such large multiplayer games is that the bandwidth and computation requirements scale an the order of n^2. That is, whenever you double the number of players you quadruple the strain on the server.
