Custom avatars not functioning again?

I just tried to submit my current avatar using both the url and uploading my local copy.

Probably because your current avatar is a PNG :P

Correct. I had to re-size my avatar from 50x50 to 38x38 before it would work.

It says in the announcement and in the FAQ that they can't be larger than 36x36. Is that a mistake?

Custom avatars being up again, though, awesome. I've had one I've wanted to use for months.

As I've found out in the past, 36x36 with this forum software is not a hard, strict limit, but go too far above it and the avatar will indeed be rejected.

Yes there is. I remember someone doing just that before avatars broke. He was banned.
