Look at the blue-cap guy's "See?" expression at 0:35. Look at the amateur sketch, and the "flute". If you think about it I think it's unquestionably humor, although really confusing since they've got the actual anchors there (but then that's probably from a legitimate news story and just edited in).

Two years old and still running - that "news" story has a good pair of legs! :-)
TV exists primarily to keep us entertained, the News Desk won't always find enough gloom-and-doom stories to fill it's timeslot and that creates opportunities for little bits of nonsense like the leprechaun story to go to air.
Not even the News can be serious 100% of the time.
