Exits and the story line

I am putting exits (multiple) in MAP13.
Just to get a feel about common level characteristics, and how we adhere
to the story thread.

As far as the story thread goes, what is the exit of a level?
Is the player trapped into visiting each of these places, and the
exit is the jump to the next "horror"?
Or is the player visiting each of these places as part of a continuing
war on the invaders??

I am working on a level that has city streets around it.
I am considering an exit that lets the player get out onto the street.
But I wonder if that contradicts the story line.
