Is there a flag for this?

So say I wanted to create a monster that would attack you while you were looking at it, but then chase you once you turned around.

Is there a specific flag I can use in DECORATE to check if the player is looking at the monster in question, and if so jump to a certain state?

From what I can see, no. There's only the codepointer "A_CheckSight", which checks to see if there is a line of sight between the object and any player pawn, however, it doesn't specify if the play is looking at the object or isn't, only that there's is a possible line of sight.
