No, Market is where you can buy and sell stuff like in game items (For certain games) and Trading Cards and shit. They could also be updating the Greenlight stuff though or fixing/updating the Workshop.

ah, it tends to do this, remember? because of how popular steam is, sometimes the servers can't handle the load.
