Full blood splatter

Is there any way to make bullets spawn blood sprites even when the target is overkilled? For example, when you shoot at a former human with an SSG, most of the pellets go through him, yet this causes most of the blood not to spawn. Can I make him bleed all which is due, and still make the pellets go through him and damage anyone behind him (cause, you know, "fuck you and everyone around you")? Perhaps there is an option to enable this in ZDoom and coding actors isn't even necesary. In that case, can I make a WAD "force" this option?
