Would TEXTURE1, TEXTURE2 and PNAMES be considered under fair use?

I've been wondering about this for a project I'm working on. Specifically, I was wondering about Chex Quests, but it's pretty much just a modified Doom's TEXTURE1, TEXTURE2 and PNAMES. I'd like to know what Freedoom did involving this, I know that it uses the original Doom palette and colormap and considers that under public domain. Would putting those three files under copyleft license be some sort of issue? If so, what route should I take to get replace them?

Freedoom generates these from scratch by running a preprocessor on the buildcfg.txt file, it does not copy Doom's at all. It's rather extensively documented here: https://github.com/freedoom/freedoom/blob/master/BUILD-SYSTEM.adoc

You can use the build process or just use the final lmps. The license is compatible with probably everything, just give credit.
