Stairs. [Solved]

I'm having a fuck of a time making these stairs build, I've never had this happen before.

As you see in the image, circled is tag 25 (generalized) and it's tagged to 4 stairs that only raise 16 and stop. I've even used tag 127 to no avail.

Can someone tell me what the hell is wrong with these steps?

It shouldn't be. It should only be tagged to the first step. The other steps must not be tagged (at least not to the stair action); they simply follow from the first step provided certain conditions are met (which it looks like you've already taken care of).
