I think most cell phones of that era used the same polyphonic MIDI chipset, which used a combination of FM synthesis and onboard drum samples.

I would imagine they come from various sources. Most phones I come across use wavetable synth. But I've heard the crash cymbal before.

They are probably a subset of the Roland GS samples, the same used in Windows XP's GS software synth.
