Bottom Texture Moving With Top Texture

When I Try And Change The Offset Of The Bottom Texture, It Affects The Top Texture's Offset As Well.

Is There A Way To Fix This?

Yeah, but you need to be editing in something likw UDMF format. If you're "just" making regular maps with good ol' DoomBuilder, then you're out of luck. What it boils down to is, that you're still aligning the same linedef even though it might be two different textures below and above something like, for instance, a window.

If you're working with a classic format, there's still a way to adjust the textures' mutual alignment. Play around with "Upper unpegged" and "Lower unpegged" linedef flags. Note that they also affect how the textures behave when the sector changes height.
