Explain Boom weapon selection rules please

I'm running out of SSG ammo, with the last shot I press "5" like a hundred times but I get plasmagun selected instead. Is it impossible to get rocket launcher immediately? What other freaky rules I should be aware of while fighting?

edit: or wait, maybe I was running out of rockets, wanted SSG but got plasma instead...

Once you run out of ammo the game starts spamming itself with weapon change events solid to enforce the weapon priority order as set in the menu and during that time you cannot do your own self-directed weapon change, AFAIK. It's extremely poorly designed and a really big technological mistake.

If I change the order in the menu, will it work while recording demos?

It won't work for vanilla Doom complevels, because it's a Boom feature.
