Try using DEEPSea, it works great in windows, and has some of the best features.
DeepSea is good, as is WadAuthor (you can find WadAuthor v1.3 under the level edior part for DOOM/2 on ftp.cdrom.com I believe). I use WadAuthor to do my level editing and scripting (for ZDOOM). Then I may open DeepSea to do my texture placement and aligning.

It depends on whether you wan't to do sector-based editing (normal) or vertex-based editing (rubber-band style). I prefer the latter.
