how come in every 3d acclerated version of doom the mouselook goes up all the way adn down all the way, yet in all software version even the software version of a port that also has acceleration, its like hexen?

the 3d accelerated ports convert the sectors to polygons, where as the usual software ports dont.....so, trying to mouselook all the way up or down in a software based port would lead to some, rather funky effects..........at least thats what i think.......

Yes, since the Doom engine natively only has 5 degrees of freedom, looking all the way up or down would cause the vertical plane and the horizontal plane to be rendered on the same axis. Funky indeed.
